Dear Homeowners,
We have enclosed a pamphlet of Architectural Guidelines for our community. These guidelines have been edited several times and have been vetted through the covenants, drawings from the builder, and against modifications which have been approved by the ARC in the past. We are publishing them for review, commentary, and a vote at the community-wide meeting on November 11. Although it is not necessary to enact the guidelines by vote at a community-wide meeting, we hope to increase community input and involvement in this process - since we all have to live here, we should make the rules that govern us. We hope that you will join us for the vote and that they will be helpful in your next home improvement project.
In addition to the guidelines, the Board has undertaken a community-wide audit of exterior modifications. This came as a result of some litigation in the community and some concerns that our attorney had raised about the state of community and the thoroughness of our record-keeping. If you have received a notice of non-compliance with the covenants, ARC guidelines, or any other letter from Tidewater, please, PLEASE, do not view it as a personal attack - even if you filed an exterior modification request before. We desperately want to approve modifications, to bring the community into compliance, to update all our records, and to protect your homes from future problems. Please work with us by simply submitting the necessary information. We will diligently work to get the response back as soon as possible.

Architectural Review Committee Planning on building a deck or installing a fence? Be sure that you have followed the proper process BEFORE stating work. You MUST obtain permission from the Architectural Review Committed FIRST, and also obtain any required Baltimore County Permits before starting work. Covenant Committee One of the biggest group of complaints received is about vehicles, commercial vehicles and parking in general. Please review your copy of the Declaration of Covenants (you should have received this at or before settlement) for additional information. In addition to the covenants, Baltimore County Code has several areas covering the parking of vehicles. See the Vehicle Issues link for additional information.
Several complaints have been received for vehicles parking in back yards. Remember, you may only park in your yard on approved parking spaces, driveways, garages, etc. Parking on the grass is strictly prohibited. We will approve homeowners adding one additional parking pad next to the garage but you must submit the paperwork first.

We have been experiencing some damage to mailboxes and thefts of Christmas decorations recently. Please keep your eyes open for suspicious activity and report anyone you see involved in these activites.
Crime Prevention Tips Here are a few crime prevention tips (borrowed from the Michigan State Police website)
• Good locks, simple precautions, neighborhood awareness, and common sense can help prevent most property crimes.
Locks, Doors, and Windows • Install and use good deadbolt locks in your doors (about half of all burglars enter through unlocked doors and windows). • Secure sliding glass doors with locks or a rigid wooden dowel wedged in the track. • Lock double-hung windows by sliding a bolt or nail into a hole drilled at a downward angle through the top of each sash and into the frame.
Outside • Trim back shrubbery hiding doors or windows. Cut back tree limbs that could help a thief climb to second story windows. • Make sure all porches, entrances, and yards are well lighted. • Maintain the neighborhood. Dark alleys, litter, and rundown areas attract criminals.
Key Sense • Do not hide house keys in mail boxes, planters, or under doormats. • Do not put personal identification on key rings. • Leave only your ignition key with mechanics or parking attendants. • If you lose the keys to your home or move into a new home, change the locks immediately.
Answering the Door • Install a peephole or viewer in all entry doors so you can see who is outside without opening the door. • Do not trust door chains. They can be easily broken. • Don’t open the door to anyone you don’t know. Insist service personnel verify their identity before allowing them in.
Answering the Telephone • Don’t give any information to "wrong number" callers. • Check references of any person calling about a survey or credit check before offering information. • Hang up immediately on threatening or harassing calls.
Going Away • Make your home appear occupied when you go out. • Leave lights on and the radio playing. • Keep your garage door closed and locked. • Use timing devices to turn inside lights on and off. • If you will be gone several days, arrange to have the mail and papers stopped or picked up. Half of all home burglaries occur during the day when alert neighbors could spot and report the thieves.

Landscape / Grounds
Join Landscape / Grounds Committee
We have contracted with Bartlett to conduct some work on trees in the common areas of the community. This will include reworking the ground around the trees, fertilizer issues and other maintenance issues. This will ensure the health and vitality of these trees for the future.
We are looking for a new committee chairperson and committee members. This group has the responsibility to oversee the contracts for grounds maintenance and snow removal. If you are interested in helping, please let us know.
